The protuding stones might have used for some performances (such as Aarti/dances/dhols, etc) to create a grand spectacle. Or maybe to place certain temporary structures like large diyas or offerings on special occasions.
Can’t visualise anything related to daily life as steps continue even below these protusions.
Just a guess though but these are certainly unique.
Also congrats to you for this amazing piece.
